The City Council met in regular session at City Hall April 15 with Mayor Henry presiding.

The meeting had previously been designated as the date, time and place to hold a public hearing to consider a City Planning Commission recommendation and a request from Buck Fenno for the authorization for the construction of a Medical Clinic on the property at South Mount Olive and West Twin Springs streets. There were 11 property owners who protested this construction on this site. After discussion a motion was made by Councilman Smith and seconded by Councilman Key that this recommendation be rejected and that the request for the authorization be refused. Roll call vote carried unanimously.

Cecil Savage received a special certificate of honor from the Siloam Springs Chamber of Commerce to recognize his artistic ability.

Savage was selected to display his various paintings at the Capitol in Little Rock. Chamber President David DeVore made the presentation.

A Siloam Springs native was sworn in as the Assistant Secretary for Human Resources and Administration in the Department of Veterans Affairs. R. Allen Pittman was nominated for this position by President George Bush the previous June and was confirmed by the Senate in November.

Before receiving this position Pittman was a co-founding executive of the Fortune 500 company US Oncology Inc., a health care services company.

Pittman, a combat decorated Vietnam veteran, graduated from the University of Arkansas and attended Siloam Springs High School until the 9th grade, when he transferred to Castle Heights Military Academy in Tennessee.
