The local paper, The Herald-Leader, publishes every Wednesday. A regional paper, the Northwest Arkansas Democrat-Gazette, publishes daily. The Sunday Northwest Arkansas Democrat-Gazette contains Siloam Sunday, a section of the paper produced by the staff of The Herald-Leader. Taxes

Arkansas = 6.5%, Benton County = 1%, Siloam Springs = 2% for a total of 9.5% in Siloam Springs.

All businesses and residents are required to report their personal property for assessment every year before May 31. After May 31 a 10 percent penalty will be applied for late assessments. As residents buy, sell, and trade vehicles and new residents move in, out or within the county they need to notify the county assessor of these changes.

Taxes are collected the following year after assessments are completed.

Tax books are opened March 1 each year. Current taxes can be paid any time between March 1 and October 10 without penalty.

Current and delinquent taxes may be paid by mail, on the phone or in person.

Driver's License

To operate a motor vehicle in the state, an Arkansas resident must have an Arkansas driver's license. A new resident must acquire a state license within 30 days. A driver's license may be acquired at the Siloam Springs Revenue Office.

A driver's license examination is not required if the applicant relinquishes a valid license from another state or a license from another state that is not expired for more than 30 days.

Out of state residents relinquishing a valid driver's license must provide proof of U.S. residency using one of three ways: U.S. birth certificate, passport or proof of legal presence.

Four year driver's licenses are issued for a fee of $20. For the issuance and renewal of a driver's license, an on-site eye examination is required.

To obtain information regarding the written traffic test, please contact the Driving Test Office in Springdale at (479) 751-3619. No fee is charged for the administration of the test.

Any person younger than 18 years old must provide proof of school enrollment, high school graduation or the completion of a General Equivalency Degree prior to taking any driver's license examination. It is required by Arkansas law. If still enrolled in school, they must show proof that they have at least a C grade point average.

The specified form for proving enrollment and grade point average is available at an individual's school.

At 14 years of age, a motorcycle license for a motorcycle of between 50-cc and 250-cc may be obtained for $14. A license is required for a motorcycle of 50 cc or more at 16 years old and is issued for four years. Motorcycle authorization on a driver's license is also available for $10.

A person operating a commercial vehicle must acquire a commercial driver's license. A commercial motor vehicle is any vehicle which has a gross weight of 26,001 pounds or more, transports hazardous materials or is designed to transport more than 16 passengers.

The CDL is valid for four years and requires a $50 application fee ($20 for bus drivers) and a $42 license fee ($14 for bus drivers).

A photo identification card is issued to anyone 5 years or older who is not a licensed driver. The four-year card is $5. If a person is at least 60 years old, the card is valid for life.

Motor Vehicle Registration

Any passenger motor vehicle operated on Arkansas highways must be registered and licensed with the Revenue Office and renewed annually.

Vehicle registration can also be renewed online at www.arstar.com.

Before a motor or vehicle license will be issued or renewed by the Revenue Division, the following must be provided:

• Proof of the year's personal property assessment for new residents, or proof of payment of personal property taxes that were due by Oct. 10 of the previous calendar year. The local revenue office can check this information by computer.

ACT 1261 of 1993 requires county assessors to assess personal property by phone and mail the assessment paper within five days. You may also assess in the County Assessor's Office.

• Proof of motor vehicle liability insurance or self insurance in the amount of $25,000 for bodily injury or death of one person in any accident and not less than $50,000 for bodily injury or death of two or more persons in any one accident. The local revenue office can check this information by computer for most insurers.

If they cannot, an applicant must provide proof of liability insurance by mail or in person by the last day of the month in which the license expires.

Automobile registration fees are established based upon the vehicle's unladen weight.

The weights and registration fees are: 3,000 pounds or less $17; 3,001 to $4,500 pounds $25; and 4,501 pounds or more, $30.

Half-, three-quarters-, and one-ton pickups are $21 regardless of weight.

An administrative fee of $2.50 is added for all motor vehicles. New residents may operate automobiles registered in another state on Arkansas highways for 90 days before Arkansas registration is required.

Voter Registration

Applications for voter registration can be obtained by calling the County Clerk's Office at (479) 271-1013 and requesting that one be mailed to you or by going to the Clerk's office.

Applications are also available at the Chamber of Commerce, located at 108 E. University, area banks and the post office.

To qualify to vote, an applicant must be 18 years old, a resident of Benton County and sign to the validity of information provided on the application.

To vote in the next general election, the applicant must register to vote at least 30 days before the election.

Mail-in forms must be postmarked by that date. You may also present the form to a voter registration agency representative by that date.

An applicant who misses the deadline date will not be registered in time to vote in that election.
