Planners to hear permits for trio of projects

Siloam Springs' Planning and Zoning Commission will face two new agenda items, hear a staff-approved item and the Board of Adjustments will be asked to vote on a single variance permit during a back-to-back meeting Tuesday, June 13.

The variance permit application is for the Siloam Springs Senior Center at the corner of Heritage Court and West Tulsa Street. The applicant is seeking to pave over a pre-existing gravel parking area and a connecting gravel driveway. Paving the driveway would be a violation of city code, as the driveway would encroach into a greenspace buffer by 0.87 feet, or just under ten-and-a-half inches.

The city's staff report said that the center was not designated as a significant project, and the city's staff cannot confirm or deny if the center was built to the city's 2006 city codes.

City staff does not issue recommendations on variance permits, but the staff report notes that due to the unique nature of the center's existing driveway and the proximity of some air conditioning units that makes relocating the drive problematic, it appears that the applicant has a legitimate hardship.

The Planning and Zoning Commission, comprised of the same members, will be asked to vote on a lot-split development permit and a final plat development permit.

The proposed lot split would occur at 20428 and 20500 East Keck Road, which is outside of city limits, but inside the city's planning area. The applicants, Kerry and Vanessa Brinegar, are asking to split one acre off of a lot that is currently just shy of ten acres. No future use is provided for the lots.

The final plat development permit is for 46 residential lots that are a part of the Stoneridge Addition. The lots make up parts 2b and 3 of the platting process.

As the addition is not completely finished, a condition is recommended that the developer post a bond or letter of credit for 125 percent of the cost of the uncompleted work prior to a review by the Board of Directors on July 5. If the addition is completed before that time, the condition would be removed.

Additionally, Senior Planner Ben Rhoads said in an email Thursday that the city was waiting to receive the project's final survey plats, which were due after presstime. If the city does not receive the final survey plats prior to the meeting on June 13. Rhoads said he would request to table the application.

Finally, the planners will be briefed on a staff-approved lot line adjustment permit on 3503 U.S. Highway 412. Details on the permit were not included in the city's staff report.
