Former town manager accused of misusing $147,000 of city funds

The former Town Manager of West Siloam Springs, Kathy Osbourn, resigned on Nov. 16 following allegations she used city funds for personal expenditures.

In a board of trustees meeting on Monday night, an independent audit showed that in the 14 months she was there, Osbourn is believed to have spent $147,110 of taxpayer money, according to the Robert St. Pierre, an independent auditor based in Stilwell, Okla.

Some purchases that were made include numerous charges to places like Bass Pro and Bath and Body Works, a $2,700 outdoor television, a backyard theater system, enrollment in astronomy classes and more than 150 charges to local restaurants.

It remains unclear as to whether she will be prosecuted.
