The Siloam Springs Planning and Zoning Commission added a new member at the Aug. 12 meeting.

Kolin C. Blakely took the Ward 3 seat on the commission. Blakely ran unopposed for the seat, said city communication manager Holland Hayden.

The term for the seat expires in 2015.

In other business, a special-use development permit for a wine shop owned by Donna McReynolds was approved 6-0.

She will take the permit request to the Board of Directors on Sept. 2.

Karl Mounger voiced his opposition of the business, but, in the end, voted for the permit.

"I am opposed morally to abuse of alcohol because it is the cause for child abuse and domestic violence, but a little wine isn't so bad," he said. "But I have an obligation to vote for it, no matter how I feel -- there's legal and then there's moral."

Other commission members took issue with the permit, but not for the same reason.

Because McReynolds sought a special-use permit for the wine shop, she would have to carry only 50 percent of adult material. Code enforcement will monitor the 50 percent.

Some commission members thought that policing her inventory was unfair.

"I am a small-business owner and I would hate to have to do that," said commissioner Ben Jones.

However, McReynolds assured that it would not be an issue.

"With a liquor license you have to keep records on premises," she said. "We will have it right there."

In other business, commissioners unanimously approved:

• A lot split at 19747 Old Highway 68. The split of one acre from 59.07 acres, was requested so that a residential structure can be built.

• A lot split at 5788 Tommy Hines Road.

• A lot-split development permit from 838 N. Wright St., to 344 N. Wright St. Two duplex units share one tract of land and the permit will allow a split to sell one unit.

• A recommendation for the Downtown and Connectivity Master Plan to be taken to the Board of Directors' Aug. 19 meeting.
